Proposal 40 : Favour immigration from countries whose cultures are close to ours.

Favour immigration from countries whose cultures are close to ours instead of using only the criterion of the French language and be firmer in ensuring that newcomers respect our Western values of individual freedom.

Proposal 39 : Accelerate the process of recognition of foreign degrees.

Accelerate the process of recognition of foreign degrees.

Currently, a foreign physician must wait 5 years before being able to become an intern, whether French-speaking or not.

In practice, it is faster for an immigrant to redo his/her university program completely, for all subjects. Yet courses of very high quality exist at a number of universities in the world.

We believe that certain immigrants with degrees should only have to take a final exam to prove their competence.

Proposal 35 : Respect the choice of those who decide to start a family through a common-law relationship.

Respect the choice of those who decide to start a family through a common-law relationship.

People who choose this type of relationship should be allowed to decide for themselves and bear the consequences on their future lives. We should not impose a single type of contract on everyone.

In the event that the Canadian Supreme Court rules in favour of Lola, Équipe Autonomiste will use the notwithstanding clause to exempt Québec from such a ruling and ensure that the current law on common-law couples remains unchanged.

Proposal 34 : Transform certain centres for single-mother families into centres for single-parent families.

Transform certain centres for single-mother families into centres for single-parent families.

More and more parents have shared child custody. This trend is increasing the number of single fathers, without any resources being made available to them.

Proposal 33 : Reform the funding of CPEs (Centre de petite enfance – early childhood centre) and child daycare centres.

Reform the funding of CPEs (Centre de petite enfance – early childhood centre) and child daycare centres.

Do away with the system of directly funding CPEs and administration by CPEs of funding for child daycare centres. Offer financial assistance directly to parents by reducing their salary deductions. A parent who wishes to stay home may receive a reimbursement only if the other parent is working and if the parent living at home is not a welfare recipient.

Proposal 32 : Review the system whereby the Department of Health and Social Services (MSSS) gives funding to community organizations.

Review the system whereby the Department of Health and Social Services (MSSS) gives funding to community organizations.

According to the auditor general of Québec (2008 report), the MSSS has increased grants to some community organizations without even looking into their financial status or their use of this funding, which is sometimes very limited. According to the report, certain organizations do not even bother to raise funds from the public. On the other hand, it is known that some organizations are seriously underfunded.

Proposal 30 : Standardize hospital work methods in order to make computerization easier.

Standardize hospital work methods in order to make computerization easier.

Each hospital has its own way of operating, thus making computerization of these processes very complex. Before continuing to computerize the health care system, all medical staff should standardize the examination process so that everyone uses the same method.

This should have been done before wasting $1.5 million on computerization of the health care system.
